I've witnessed a new twist in what appears to be a deliberate program of delay in processing FOID applications. My renewal application was sent in via registered mail Two weeks later it was returned to me with the check on the grounds the form had incomplete information. What had happened is that the FOID office had torn the envelope open and had torn out a small portion of the form. An identical triangular sliver had also been torn from my check. This had to be deliberate obfuscation. The torn pieces must have still been in the envelope and easy to tape back on.
